Service Disabled, Veteran Owned
Small Business (SDVOSB) concerns are eligible for set
aside contracts as detailed in Veterans Benefits act.
Contracting officers may restrict competition to
SDVOSB companies so long as the
following conditions are met:
•
A minimum of two small business
concerns owned and operated by service-disabled
veterans will
submit bids
•
The award can be made at a fair
and reasonable price
This law also permits Federal
contracting officers to award sole-source contracts to
a SDVOSB concern if:
•
The business is determined to be
a responsible contractor with respect to performance
of
contracting opportunities and the contracting
officer does not have reasonable expectation that
two
or more SDVOSB concerns will submit offers for
the contracting opportunity
•
The anticipated award price of
the contract (including options) will not exceed 3
Million Dollars for
non-manufacturing NAICS codes.
•
In the estimation of the
contracting officer, the award can be made at a fair
and reasonable price
The President of the United States
issued
Executive Order 13360 on October 20, 2004, which
strengthened opportunities in Federal contracting for
Service-Disabled Veteran-Owned Small Business Concerns.
The objective of
this procurement program is to assist agencies in
achieving the mandated 3% government-wide
goal for procurement from Service Disabled, Veteran Owned
Small Business Concerns. The SBA and the Office of
Federal Procurement Policy have implemented this
program.
